First grade country, Third grade leader

I strongly felt disgust and shock while watching recent episodes on hurricane Katrina. On a CNN report: "It's like being in a Third World country," Mitch Handrich, a manager at Louisiana's biggest public hospital told the AP.

I'd like to say: "It's First world country, Third grade leader".

China was, and somewhat still is, a third world country. On March 8th, 1966, without any forecast, when a strong quake striked Xingtai in northern China, Zhou Enlai, then Chinese premier, showed up in Xingtai the very next day, to go to examine the situation, talk to people, shed tears with refugees, and make arrangements to help them.

Sorry for my third world level picture, hope you get the spirit.

On Sept 11th, 2001, the government was critisized of taking longer than 7 minutes to react to the terrorist attack. This time they had more than a few days.
